Why the question mark?

Because requested power and realized load are different facts. Reuters aggregated large-load requests across parts of the Midwest, Mid-Atlantic and South exceeding 700GW. The total mixes inquiries, early projects and contracted demand. It cannot be described as AI data centers already consuming as much electricity as every U.S. home.

A power request is a wish list. Value begins with collateral, contracts, construction, energization and recurring payment.

02 · WHAT THE NUMBER MEANS

What exactly is 700GW?

It is the sum of capacity sought by very large users, mostly data centers, from grid operators and utilities. Texas rose from roughly 48GW in 2023 to more than 474GW; disclosures from ten major utilities add about 270GW. Reporting is inconsistent: some count signed projects, while others include inquiries without firm commitments.

03 · WHY IT GETS INFLATED

Why requests multiply

Grid access has become a scarce option. Developers can submit several locations for one prospective customer, or reserve power before securing customers, land and financing. Project entities can obscure ultimate ownership and funding. Adding every request can therefore count one economic project several times.

Cash changes the headline

Exelon reduced high-probability data-center demand by about 40% to 11GW after tougher collateral. AEP Ohio's pipeline fell by more than half after new screening rules, including study fees. In Pennsylvania, only 20 of more than 100 proposed centers had sought required permits. Deposits, disclosure and permits are stress tests for ghost demand.

Ghosts do not mean zero demand

After inflated projects are removed, surviving demand can still outpace new generation and grid construction. PJM says load is arriving while supply is not keeping pace, and data-center growth has already increased capacity costs. The right conclusion is neither 'all 700GW is real' nor 'AI power is a bubble.' Demand is strong; evidence quality varies.

Six steps from request to revenue

The chain runs through application; deposit and study fee; binding large-load or power contract; land, permits and equipment; construction and energization; then stable load and recurring payment. Project counts fall at every step, while visibility for generators, grid equipment, cooling and cash flow rises.

07 · WHO PAYS

Who bears a wrong forecast?

If utilities build for inflated demand and projects vanish, ordinary customers may inherit stranded-grid costs. If they underbuild, real projects face delays and higher prices. Regulators are therefore demanding collateral, ultimate-customer disclosure and minimum-use or long-term payment obligations so applicants share the cost of being wrong.

Which winners are credible?

Credible beneficiaries have non-cancellable orders, deposits, long-term contracts and manufacturing slots—not just enormous gigawatt pipelines. That favors selected grid-equipment, generation, cooling and delivery providers. Utilities still need rate structures that protect existing customers. Anonymous clients, unsettled financing and distant energization deserve a valuation discount.

The direction of AI power demand remains green, and the request surge confirms power as a strategic bottleneck. Request quality, financing and on-time energization remain yellow. Track collateralized contracted MW, permits, transformer and turbine orders, construction, energization dates and realized load factors—not another sum of every requested gigawatt.
